Open the Illustrator. Make sure the Layers palette is in view. Draw a square and duplicate it.

Double-click on the layer. Layer Options will appear. Type in ‘off4colorstage’ for the off position of the button.

Pull this layer to the Create New Layer icon. Double-click that layer and type ‘on stage 4colorsquare’. Click on the little circle in the layer to choose only that layer’s squares. Select the square and open Roughen and set to Size: 15, Detail 10. The button will appear jagged at the edges. This is the 'on' button.

Click on the eye of that layer. Press Shft+Ctrl+Alt+S to save it as a .gif. Make sure you have saved it with as little colour as possible. Save it as off4colorsquare in a specific folder and file. Now go back again and turn off that layer and turn on ‘on4colorsquare’ and save again. If you have to change the amount of colours, you can do it.

Make a third layer and hide the previous layers. Create something that you can save on a new page in FrontPage.

Open the FrontPage. Choose New>Normal. Go and find the off stage 4colorsquare button using the Insert Picture From File button.
